Objective

Pool ideas on issues relating to international arbitration and other forms of dispute resolution in the UAE.

Study the role of arbitral tribunals when acting as”amiables compositeurs”.
Study the impact of criminal law on arbitration proceedings in the UAE.

Banking Technique and Practice

Objective

Serve as a forum and rule-making body for the UAE trade finance community.

Receive the final national committee comments on the UCP revision from the ICC Paris.
Cooperate with the ICC Paris; expand use of the electronic supplement to UCP 500(eUCP).
Cooperate with the ICC Paris; expand the worldwide use of the Uniform Rules for Demand Guarantees (URDG).
Pursue cooperation between the Banking Commission and IFA on forfeiting guidelines.
Explore a possible commission role in factoring in the UAE.

Biosociety

Objective

Provide a UAE business perspective on a range of cross-cutting issues critical to the integration in society of modern biotechnology and the life sciences.

Address priority issues related to the introduction of the products of biotechnology and other relevant technologies in the UAE.
Develop ICC UAE’s policy positions on the sharing of access and benefits of genetic information and on liability.
Improve trust in biotechnology to attain greater consumer/citizen understanding and acceptance of biotechnology-derived products in the UAE.
Lead the UAE business at major international events concerning biotechnology and biodiversity.

Objective

Define the role of UAE business in the context of globalisation and changing public expectations of companies in the UAE.

Organise outreach events on corporate responsibility issues, especially in cooperation with the ICC national committees in developing and transition economies.
Project a business perspective on corporate responsibility issues in the UAE.
Develop an ICC UAE policy statement on economic, environmental and social reporting.

Ensure that modern business needs are taken into account when competition laws and policies are formulated by governments in the UAE.

Speak for UAE business in the International Competition Network on mergers, cartels and enforcement in regulated sectors.
Explore the impact on business of the interface between intellectual property and competition law in the UAE.
Provide guidance on the implementation of the reform of UAE rules on vertical and conglomerate mergers, and other UAE reforms.

Customs and Trade Regulations

Objective

Reduce barriers to cross-border trade related to customs policies and procedures in the UAE.

Projects

Cooperate with the ICC Paris; lead UAE business input into the Doha Round trade facilitation negotiations.
Work with the World Customs Organisation and other bodies to encourage customs modernisation and simpler trade procedures, including through enhancing capacity building in the UAE.
Advise UAE government on the enhancement of supply chain security in a manner that does not create significant new barriers to trade.

E-Business, IT and Telecom

Objective

Promote electronic business development and the integration of information and communication technologies in the UAE.

Projects

Seek the removal of regulatory barriers to the deployment of new technologies and business models in the UAE.
Assist the ICC Paris, lead business follow-up to the UN World Summit on the Information Society as a vehicle to communicate ICC policy positions.
Facilitate the use of information and communication technologies for economic growth and social development in the UAE.
Provide guidance on how to deal with harmful electronic communications (‘spam’) in order to encourage business and consumers in doing business online in the UAE.
Assist the ICC Paris; provide business input to the EU and other initiatives on the retention of data for the purpose of fighting crime.

Environment and Energy

Objective

Express UAE business positions on major environmental and energy issues. Assist the ICC Paris; take the lead for business at key intergovernmental negotiations.

Projects

Cooperate with the ICC Paris; lead the business delegation and submit business policy positions to the 14th session of the UN Commission on Sustainable Development in New York.
Develop ICC UAE policy positions on energy, agriculture, chemicals, and cross-sectoral issues such as sustainable consumption, trade and environment, and climate change.
Cooperate with the ICC Paris; work on liability and redress issues regarding damage to environmental biodiversity.
Assist the ICC Paris to elaborate multi-sectoral business positions for the intergovernmental negotiations under the United Nations Framework Convention on Climate Change, and lead the business delegation at the 12th Conference of the Parties.
Assist the ICC Paris to prepare business representation at major international events concerning biotechnology and biodiversity issues; in particular the 8th Conference of the Parties to the UN Convention on Biological Diversity in 2006.

Financial Services and Insurance

Objective

Promote liberalisation of financial services and insurance in the UAE, and contribute to sound self-regulatory and supervisory frameworks.

Projects

Provide guidance to companies in the UAE and the UAE government on liability and risk issues.
Advance UAE business views on financial reporting and advocate the harmonisation of financial regulations.
Develop ICC UAE tools to assist companies in dealing with corporate governance issues.
Assist the ICC Paris to organise roundtables to promote sound corporate governance.
Cooperate with the ICC Paris; ensure that ICC policy statements on the liberalisation of trade in financial services and in insurance have an impact on WTO trade negotiations.

Intellectual Property

Objective

Promote a balanced, efficient and sustainable system for the protection of intellectual property in the UAE.

Projects

Raise awareness of the potential contribution of intellectual property protection to development in the UAE and provide input to World Intellectual Property Organisation discussions on this issue.
Cooperate with the ICC Paris to contribute to international discussions on outstanding and possible new TRIPS issues.
Produce a discussion paper on issues arising in the context of protection of intellectual property on the internet.
Coordinate with other relevant commissions to stop counterfeiting and piracy, raise awareness of the damage done by product counterfeiting and copyright piracy in the UAE.
Cooperate with the ICC Paris; contribute business views to the convention on biological diversity, WTO and WIPO on issues relating to the protection of traditional knowledge and access and benefit sharing with respect to genetic resources.

Marketing and Advertising

Objective

Promote high ethical standards in UAE marketing self-regulation through ICC codes and guidelines and provide business comments on government initiatives.

Projects

Adopt and promote the revised ICC International Code of Advertising Practice in the UAE.
Assist the ICC Paris to develop a global ICC code framework using the newly-revised Code of Advertising Practice as an umbrella.
Assist the ICC Paris; prepare an ICC “roadmap for self-regulation” to identify appropriate roles for business, governments and stakeholders in tackling emerging issues.
Assist the ICC Paris to submit business view to ISO on projects related to consumer issues in marketing and advertising.

Trade and Investment Policy

Objective

Break down barriers in the UAE to international trade and investment.

Projects

Oversee the ICC UAE’s work on the impact on global business of recent manifestations of extraterritoriality.
Cooperate with the ICC Paris, mobilise world business support for successfully concluding the Doha Round of trade negotiations by year end.
Assist ICC Paris, continue to provide strategic business policy input into the Doha Round and develop ICC positions on major Doha Round issues.
Coordinate input from other ICC commissions into the Doha Round, particularly on trade services.

Transport and logistics

Objective

Promote intermodal transport and competitive, efficient transport markets worldwide.

Projects

Advance UAE business views on how to improve the security of transport supply chains while minimising cost increases and avoiding significant new trade barriers.
Cooperate with the ICC Paris; provide business input on initiatives to modernise maritime and multimodal transport liability regimes.
Advocate the removal of obstacles to open transport markets in the UAE.
Assist the ICC Paris; contribute to the revision of UCP 500.
